Create a new powercycle task which has a crashOption to kill the monogd instead of crashing the remote host.

We should backport the new kill option in powercycle.py. Not sure we need to run the tasks in 3.6 or 4.0.

I think the three you have are a good starting place. AWS, ubuntu and Windows cover a lot. My one suggestion would be to rename them as crashtest_kill_mongod and crashtest_powercycle to make them clearer (to me at least).

sue.loverso Do you think this would be valuable to run as a regular test? If so, are there specific configurations to to run it in?
