 Description   

In pv0, we populate this "hbmsg" field to a value same as replSetGetStatus cmd response message "infoMessage". But in pv1, we always set "hbmsg" to an empty string("") and pass it over the wire. Since pv0 will be removed in 4.2, it is safe to remove "hbmsg" field from heartbeat response message.
