 Description

The cloneCollection command and its associated shell helper should be deprecated. Workarounds for this command are similar to the workarounds for clone and copyDB.

cloneCollection command copies from another instance (with some limitations related to security/auth).  The workarounds would be mongodump|mongorestore or something similar.

Marking 4.1 desired.

Assigning to Asya to research whether we should prioritize this (especially for 2018-07 quarterly planning).
