 Description   

SERVER-36148 allows indexes with long namespaces to remain in the database when downgrading from FCV 4.2 to FCV 4.0. These long index namespaces are detected at startup in a 4.0 server which will allow the operator to take corrective action. However, the test-only command restartCatalog also checks for long index namespaces and fails when the FCV is 4.0.

We don't intend to fix this on all the branches
