Shutdown operation just hangs until db is unlocked.

No, I'm not sure what the desired behavior should be.
What would be the use case for having it wait for the db to be unlocked?
I feel like by default if shutdownServer is called on a locked server it should give an error message, but there should be an option "force" to make the server process pending writes and then shutdown.

Using shutdownServer()?
Are you sure it a bug and not the way its supposed to work?
