To completely transition to hybrid index builds and remove foreground builds, all storage engines must support dupsAllowed mode. All indexes in the future will be built with dupsAllowed=true. The mobile storage engine does not support this behavior now. |

Due to the nature of prepared transactions, the hybrid project has to keep foreground/background index building code around for FCV 4.0. Mobile will continue to use foreground index builds. |
