 Description   

When were using SCons 2.5.1, we had to disallow the combination of -build-fast-and-loose and cache by default due to the issue identified in SERVER-21336. That issue has since been fixed in our upgrade to SCons 3.0.4. We should remove the logic that auto-suppresses use of the MD5-Timestamp decider (the principle effect of enabling -build-fast-and-loose.
