We've added many python -m pip install -r etc/pip/... lines which immediately follow usages of the ${activate_virtualenv} expansion. It'd be a lot easier to maintain using Python from the etc/evergreen.yml project configuration if the virtual environment was set up at the very beginning as part of the "set up virtualenv" function.
