 Description   

Flow Control should be enabled in resmoke.py so it can be included in our correctness testing regardless of whether it is enabled by default in master. There should also be variants added to correctness testing in which Flow Control is disabled.
This ticket should also update etc/system_perf.yml to include a new performance variant in which Flow Control is enabled.

Thank you for clarifying. Enabling flow control is done via setParameter so using mongodSetParameters sounds great.

The --mongodSetParameters value is already plumbed through to TestData.setParameters so reusing it would actually save you needing to change things on the mongo shell side.
