Create a resmoke tag, requires_flow_control, and exclude all tests with that tag from the flow control off enterprise rhel variant in evergreen. Any js tests that manually enable flow control by setting the enableFlowControl parameter should no longer do so, as flow control is already enabled by default in resmoke. |
