 Description   

Currently, the IndexBuildsCoordinator is not compatible with the mobile storage engine. As a workaround, the createIndexes command is still using the legacy runCreateIndexesForMobile() function to build indexes. A couple of TODO comments have been added to src/mongo/db/commands/create_indexes.cpp. These TODO comments should be addressed before this ticket is considered complete.

Unless we change our mind about working on SERVER-44549 (removing the Mobile SE), this ticket will be closed as Won't Do.

Once the IndexBuildsCoordinatorEmbedded is removed ( after SERVER-44549), we can work on clarifying the network/threading dependencies in SERVER-45572.

If this ticket goes away, it's a null point, but the IndexBuildsCoordinatorEmbedded was specifically set up to handle mobile index builds without network/replica set/thread pools.
