it would be handy for maintenance purposes if mongos supported a shutdown mode where it refused new connections and only shutdown once existing connections had completed and fully drained. currently, it just quits and all clients are disconnected immediately.

Closing this as a duplicate of SERVER-9013, which is a request for the same functionality in both mongos and mongod.
