We are having this issue but we aren't using 2.6, we're using 3.6.  In our case it's using an old chef recipe that points at that repomd file, and the link you provided has no repomd file.  Is there somewhere else we should be pointing?

The host has been decommissioned. As a workaround to get binaries for MongoDB 2.6 and earlier, please use https://www.mongodb.org/dl/linux/x86_64. If you have an enterprise license, please use https://www.mongodb.com/download-center/enterprise/releases/archive.

Please note that MongoDB 2.6 reached EOL in October 2016, and we recommend that users upgrade to latest supported release.
