 Description   

Right now if the first election after the stepdown fails (due to bad luck with timing of election timeouts), the test will fail. We should either make the RSM wait longer to find a primary or explicitly step up the node we want to be primary.

Closing as a dupe of SERVER-42234, which addressed the issue by making one of the nodes in the coordinator replica set have priority: 0 (and therefore unable to run for election).
