this patch build failure seems to be due to a failure in the infrastructure/setup for burn_in_tests. The failure message is:

[js_test:mrShardedOutputAuth] 2019-09-26T17:30:56.652+0000 d20020| 2019-09-26T17:30:56.652+0000 I  ACCESS   [main] permissions on /data/mci/563fc4a9887d6f1544706b295b237e28/src/jstests/libs/key1 are too open

Yes, I think that is the problem. I'm going to validate that and get a fix out.

I wonder if it is because the burn_in_tags_bypass_compile_and_fetch_binaries.py script doesn't run these os.chmod() commands like the bypass_compile_and_fetch_binaries.py script does.
