 Description   

We will provide a server parameter switch, named OplogFetcherUsesExhaust, to control the use of tailable exhaust cursors for oplog fetching. The switch will default to enabling the use of tailable exhaust cursors for oplog fetching.

This will provide a way (when needed) to avoid a single TCP connection saturating a WAN with limited bandwidth (relieving SERVER-42943).
