It's not clear to new server engineers where new tests should go to provide the best coverage and avoid sporadic failures. Having a readme helps clarify things and explain jargons like "passthrough". As part of this ticket, outdated guides in the internal and public wiki should also be removed or updated. |

probably also add some linting so when you add a dir you have to add something to the readme. |
