The readOnly flag doesn't really belong on the StorageGlobalParams struct anymore as its use is widespread over the entire codebase. We should move this to the ServiceContext class and provide a setter/getter for it. |

This may be more complicated than anticipated as we do not have a ServiceContext yet available when the startup parameters are parsed and stored. |
