 Description   

SERVER-45077 added a "term" field to the ReplSetConfig object, but this field is not yet supported in all upgrade/downgrade scenarios. Once we support this, we should re-enable the serialization of the "term" field.

We may also need to FCV gate the attachment of the config "term" field on FCV=4.4, but maybe we want to do that separately.
