Currently, we will only set the oplogApplicationEnforcesSteadyStateConstraints parameter for nodes in a mixed version cluster if they are using the latest binary. We should start setting this parameter on last-stable nodes too once BACKPORT-6289 is done. |

BACKPORT-6289 is not going to be done, so this must not be either.
