 Description   

Each job in reconfig passthrough test suites runs 5 mongod's and other mongo and python processes. Even on a large AWS instance, running 16 jobs is still too much. We've observed clock drift more than 5 seconds in logging.

Although the election timeout has been increased to 24 hours, continuous stepdown hook waits for up to 30 seconds for a primary, in the same order of the longest clock drift of 10 seconds. To make the tests more robust, we should reduce the load on evergreen.
