 Description

The increment count for the incremented portion of an OID doesn't reset every time step in the bson libraries, and so it's possible for earlier OIDs to be greater than newly generated OIDs in a given time step (second) when this count overflows.

Can manifest as errors in the WBL which relies on OID ordering, other places may rely on this as well.
