 Description   

Currently I find it a bit of a pain to run multiversion tests locally since I need to download the correct binaries and put them in the right places with the right names. It would be great if the testing infrastructure downloaded the correct versions for me if they didn't already exist.

Original request of Automatically download correct binaries for multiversion tests will be done as TIG-3710 in the db-contrib-tool

This ticket fits pretty nicely into the Meta-Build System Initiative (INIT-57). I'll be creating those projects today and this will be part of the 'Drive All Correctness Tests Through Resmoke' Project.
