We currently do not have a well-defined means in SConstruct to detect whether an Enterprise build is requested. We do the detection in a couple of places, but the results of that detection are not available outside of those locations.

This caused some problems in SERVER-48291 when it was discovered that Windows Enterprise builds must use a dynamic CRT to work properly. Ideally, we would be able to detect any time we're using external DLLs on platforms that require a dynamic CRT (such as Windows) to use them and then configure the build accordingly.

This is exactly the sort of improvement that is envisioned by the scons modules 2.0 project, so I'm tagging this ticket into that epic.
