 Description   
  • Outline a readme doc with the steps to run powercycle manually using a spawn host as the machine that will run powertest.py. Steps will look like:
    • spawn a host
    • run python buildscripts/powercycle_operations.py setUpEC2Instance --ip_address .. --os ..
    • run powertest.py
    • run buildscripts/powercycle_operations.py postSteps
  • Create powercycle_operations.py postSteps which will encapsulate these operations

Per discussions with mikhail.shchatko in SERVER-53045. We should move powercycle_operations.py into resmoke.py as additional subcommands for resmoke.py powercycle. This enables users to continue to use powercycle locally after resmoke is packaged into a separate product.

This will also reduce scope for the Evergreen.yml cleanup project (getting powercycle shell out of yaml)
