 Description   

Secondaries index operations on a time-series collection requires an easy way to translate between index specs on the time-series collection namespace (e.g. abc) and the actual indexes on the underlying bucket collection. It would be helpful to have a library to do some of these index specification transformations as we build out the support for secondary indexes on time-series collections.

Split the buckets => time-series index spec conversion helpers off into SERVER-54929.
