Even though each sleeping mongos sleeps for 30s, with enough mongoses and short migration time, it's pretty likely that another mongos balancer will wake up immediately after the "active" balancer sleeps. There's also weird effects if all mongoses were restarted at similar times until they desync. Fix : |

Not really sure the "delay" is meant as a pause mechanism.. |
