 Description   

Add the ability to start last continuous and last lts mix version clusters using the new resmoke fixture interface and configuration. The topology will continue to be managed by the new fixture (i.e. replicaset.py and shardedcluster.py) but individual processes can be started using the fixture file (i.e. standalone.py) corresponding to the binary's commit.

SERVER-54622 will add the ability to construct a mixed version cluster using fixture files from multiple commits, this ticket will depend on that functionality and ensure the fixture is started correctly and able to execute tests.
