 Description   

Investigation into SERVER-55426 revealed that we need to store time-series metadata in a way that can be accessed by all shards in a cluster. The system.views collection is not sharded, so this is not an acceptable solution.

Move the metadata from the view definition into the durable catalog entry for the buckets collection.
