 Description   

SERVER-55829 renamed all instances of 'illegal_cyclic_or_unresolved_dependencies_whitelisted' to 'illegal_cyclic_or_unresolved_dependencies_allowlisted'. This was necessary in order to align with the Adopt Allowlist/Denylist Terminology project (PM-2033) as part of the Modernization of Product Terminology initiative (INIT-84). During code review for that ticket, we recognized that the remaining instances of this tag may not even be necessary. Two of them are for FreeBSD builds, which is not currently supported. The other instance is for mozjs, for which an alternative would have to be investigated.

Either way, we should try to remove these instances if we can.
