Since the SW can be very important for fast failover in loaded production systems, please enable SW by default for OS/filesystem combinations that we know will react as desired to a storage layer stall.

After discussions from with shameek.ray@mongodb.com, we are not going to move forward with making the storage watchdog on by default. We are worried that it may have false positives and bring mongod down incorrectly. Atlas does enable it though.

Because of the way the code is written (https://github.com/mongodb/mongo/blob/0b03b1ae353e85365589c8d4ad0c2d9433289d12/src/mongo/watchdog/watchdog_mongod.cpp#L143-L148) and (https://github.com/mongodb/mongo/blob/0b03b1ae353e85365589c8d4ad0c2d9433289d12/src/mongo/watchdog/watchdog_mongod.idl#L35-L43), the watchdog is still disabled by default. Atlas does enable it though.
