 Description

There is no need anymore to take the distLock on the createDatabase path. In fact we want only to avoid multiple createDatabases to happen concurrently on the  configsvr and we can achieve this using only a local lock.

Updating the fixversion since branching activities occurred yesterday. This ticket will be in rc0 when it’s been triggered. For more active release information, please keep an eye on #server-release. Thank you!
