 Description

During code review for SERVER-58076 we came up with some ideas to improve the clarity of their meaning and intended use:

  1. Rename 'kSometimes' to 'kConditionally'
  2. For 'kNeverInVersion1', James wondered:

How will this enum change when we introduce API version 2? I wonder if "kNeverInVersion1" should be "kNotAllowedInVersionedApi" rather than referring to a specific version #?"
