We decided not to turn FCBIS on by default, and then after gaining some confidence in its performance profile and impact on the sync source, revisit. This ticket is to track turning it back on by default. |

Per schwerin's suggestion, we should determine criteria by which we would turn this on by default (1) in Atlas and (2) always, and then start a conversation with Atlas about how to collect the appropriate data and roll this out. |
