 Description   

The Index build: starting message is logged for every index spec in the createIndexes command. A single Index build: initialized message is logged when the index specs have been recorded in the catalog (as in-progress).

If we include the current index and the total index count to the "Index build: starting" message, it makes it clearer in index build failure diagnosis when the index build initialization fails to process all the index specs provided to createIndexes.
