 Description   

Currently, FCV enums exist with all the downgrading transitions first and then the upgrading transitions. However, our Cheetah generation process is generating them in an alternating upgrade-downgrade manner instead. We should be following the previous convention.

Also perform some cleanup, such as removing the LastContinuous -> LastLTS downgrade transition variable, etc.
