The TenantSplitDonorService needs to await state transitions twice during the split process: once for the initial sync of the recipient nodes, and once to observe that the splitConfig has been accepted and the recipient has successfully reconfigured. This ticket will introduce a type that blocks awaiting a state transition on the recipient. |

We learned a lot about topology state waiting in this ticket which can be incorporated into more complete work in the upcoming project to implement split. |
