 Description   

Followup on SERVER-60969: the multitenant migration recipient should only set its state doc's rejectReadsBeforeTimestamp once. Subsequent calls to the recipientSyncData command with returnAfterReachingDonorTimestamp should succeed iff the passed timestamp equals the one already set on the state doc.
