Make any necessary changes to ensure that the codebase can build with MSVS 2022 in both C+17 and C20 modes, with MSVS 2022 enforced as the minimum when C+20 is enabled.

With SERVER-62480 complete, we can now demonstrate correctness with VS 2022 in both C+17 mode and C+20 mode; resolving.
