 Description   

The original design for PM-2502 specified that `OIDs` would be used for cluster server parameter generations, which is consistent with the format for Runtime Audit Configuration. After further design evolution, it was decided that `LogicalTimes` would be a better fit as they provide a way to determine whether a parameter generation was applied before or after another. Additionally, the generation field on cluster parameter documents and in-memory cluster ServerParameter classes will now be renamed to clusterParameterTime.

Since Runtime Audit Configuration currently uses OID for its generations, this constitutes a breaking change. For now, migration of RAC to PM-2502 has been deferred to a future milestone and/or project, so we will need to ensure that it continues using its own types and is unaffected by PM-2502 until we explicitly start the migration work.
