 Description   

This task will add support for queries over encrypted fields to sharded clusters. At a minimum, the work will involve adding the query rewriting logic to the relevant entrypoints (cluster_find, cluster_aggregate, etc), but depending on the implementation of SERVER-63293 will most likely also require changes to how encrypted state collections are queried, since these will now be broadcast by mongos to relevant shards.

We also want to make sure we're taking advantage of shard targeting logic when executing the user's rewritten query.
