Summary

Add support for creating TTL indexes for time-series collections, in addition to the default TTL expireAfterSeconds setting.

Motivation

Time-series customers have data from different kinds of sensors in the same collection with different retention periods. This would currently require manual deletion to achieve this.

Converting this to a SERVER Ticket, after reviewing work completed as part of PM-2189 and PM-2232, we think this work would just be a ticket rather than a project.
