 Description   

Currently, `resmoke run` accepts an argument `configDir` that lets a directory be specified as the location of resmoke configurations. However, there are other resmoke subcommands that could make use of this argument. This should be moved to a global argument so that all resmoke subcommands can take advantage of it without having to recreate it.
