 Description

There appears to be no wtimeout equivalent for commitQuorum, which in combination with the default value of "votingMembers" can lead to createIndexes commands hanging indefinitely when a voting member is down. It could be useful to have a timeout for this so that users can receive timely + useful error messages instead of hanging.

If an index build is hanging at this point, the setIndexCommitQuorum can be run and the index build will honor the new commit quorum value. For example, it can be set to a lower value to allow the index to commit.
