Add a timestamp of when the latest DDL operation was performed on a particular index. This could be hiding/unhiding the index, making it TTL, prepare unique, etc. This timestamp should be maintained internally by the IndexCatalog and will be used to determine whether an IndexCatalogEntry needs to be instantiated from the durable catalog to satisfy a point-in-time read. |

This is already implemented when we refresh the IndexCatalogEntry. |
