Summary

PM-2357 implemented split at tenant boundaries, PM-2353 implemented merge at tenant boundaries, and PM-2334 implemented change collections. This project is to update split at tenant boundaries to copy the change collections from the donor to the recipient.

Motivation

This project is required to release change streams in Serverless.

Note, it doesn't seem like there's any actual work that needs to be done here to support cluster params/change streams, but I'll use this as an opportunity to write a test verifying that cluster params + change collections are copied via Split.
