 Description   

SERVER-65528 updated the index cursor restore logic to utilize the bounded cursor API. We should use it in the regular restore logic as well to get performance benefits there too.

If there are other use cases for cursor->search_near in the server code these should be reviewed to see if they can benefit from the bounded cursor implementation.
