We currently restart mongod during RPM package updates, but it was discovered in SERVER-71380 that we don't do the same for Debian package updates. Even leaving parity aside, this could be a problem because it means that users may not be getting fully-applied updates to their servers unless they restart them on their own. We should investigate further and determine whether we should also enable restarting for Debian packages.
