 Description   

When I run performance tests, I disable ice cream in an attempt to cut down on noise. Then, sometimes I go back and make a change to the source code and try to compile again. My default compile is to use -j=300 or some absurdly high number which, with ice cream disabled, will overwhelm my machine and cause it to become unresponsive. The only fix I've found is to go into the evergreen UI and manually pause, wait a handful of minutes for it to do it, then restart it and update my ssh config with the new URL.

Could we put some basic validation into ninja and scons to prevent me from doing this?
