The resize() method in the PriorityTicketholder will be important for the goals of Execution control. We need test coverage on how the PriorityTicketHolder behaves after a downsize when the number of available tickets is negative. |

With the fluxuation between whether or not resize() should be blocking or non-blocking, different tests will need to be written. This may be reopened at a later time if we desired. |
